手元に今日は文法書がないので、うろ覚えですが。 https://toiguru.jp/reduction-of-relative-clauses#smoothplay3 上記のサイトの３-4 の説明ですね。we believe のように SV が挿入されていると、主格の関係代名詞が省略される場合があります。主語はその省略されてしまった主格の関係代名詞だと思います。

qualitiesの後にthatかwhichがありませんか？ 本来はそこに関係詞のthatかwhichがあって それが主格（will appealに対する主語） 先行詞はqualities
